It's a damselfly. When at rest, damselflies hold their wings parallel to their bodies; dragonflies hold them away from their bodies. At least according to Wikipedia. One more factoid that I happened upon completely by accident. These insects are usually very camera shy and disappear as soon as I even think about moving closer, but this one just sat there and rolled his eyes around until I was done. They also come in blue.
